Implementation of the energy transition: Ségolène Royal is launching the tender for the construction and operation of 3,000 MW of new solar power plants

To implement the energy transition, Segolene Royal has set ambitious targets for deployment of new solar power capacity in the order of 24 April 2016 it is expected an increase in the current capacity of 6700 MW to 10 200 MW at the end of 2018, and 18 200 to 20 200 MW in 2023.

To achieve these objectives, Ségolène Royal is launching the tender for 3,000 MW of new solar plants. The expected new capacity are divided into six 500 MW bid slices, each spaced six months. So realize projects in 2017 and 2020. This timing ensures the entire chain (manufacturers, installers, developers …) stability and visibility needed for a transition to larger scale production of photovoltaic electricity, which will contribute to the creation of green jobs.

The winners of the tender will benefit from the new support mechanism, the “additional remuneration” under the decrees of 28 and 30 May 2016 made pursuant to the Law on the energy transition to green growth: in most of the revenue generated by the sale of electricity on the market, the winners producers will pay an annual premium ensuring a level of income that covers investment.

Projects will be selected based on their economic competitiveness as well as their carbon sobriety and relevance of their project site to ensure a high level of environmental requirements. To encourage citizen participation and territories to solar projects, projects funded by the “participatory” modes are allowed a rate increase.

To allow the greatest number of participation, consultation procedure and instruction has been greatly simplified for 2 years, relying on the tender of experience feedback launched since 2011.
