Andhra Pradesh: Panel allows discoms to collect Rs 2,900 crore true-up charges – EQ Mag Pro
AMARAVATI: The AP Electricity Regulatory Commission (APERC) has given the green signal for the collection of true-up charges to the tune of ₹2,900 crore to discoms.
The true-up charges (the difference of cost of purchase and supply) pertain to 2014-19. The people living in rental houses are being burdened with the collection of old true up charges after almost eight years.
APERC had allowed the discoms to collect the difference amount of their actual cost of production based on the annual returns submitted by the distribution companies about six months ago.
The discoms, however, started enforcing the new billing system from July, reflecting it in the bills served during August. All the three discoms calculated the cost of power purchase and retail supply costs separately and submitted representations to the APERC seeking permission to adjust the true-up charges in a phased manner.
The discoms have decided to collect the true-up charges in 36 months from August, 2022 to July, 2025. The discoms moved to a new model to estimate the cost of power purchase and supply as they have taken the entire five years period from 2014-2019 to adjust the charges.
The true-up charges have been fixed based on the average monthly consumption during the five-year period. The Southern Power Distribution Company Limited (SPDCL) covering Rayalaseema and Nellore districts will collect 23 paise per unit and Central Power Distribution Company Limited (CPDCL) covering erstwhile Krishna, Guntur and Prakasam districts will collect 22 paise per unit.
Similarly, Eastern Power Distribution Company Limited (EPDCL) covering north coastal district and erstwhile East and West Godavari districts will collect 7 paise per unit of power consumed from here onwards. While CPDCL and SPDCL will collect the dues for 36 months, EPDCL will collect for 18 months to adjust the actual costs.
