Germany has launched two tenders in which it is seeking proposals for 3,210 MW of onshore wind and 216.66 MW of rooftop solar capacity, the Federal Network Agency (BNetzA) said on Wednesday. The deadline for submitting bids in both rounds is February 1, 2023. Projects competing in the onshore wind auction must have been approved by January 4, 2023.

The highest acceptable price is EUR 0.0735 (USD 0.078) per kWh. The Federal Network Agency raised the caps for the tenders for both onshore wind and rooftop solar in an effort to attract more bids and revive the flagging interest in the two technologies in 2022. The first call for onshore wind in 2023 marks a significant increase in the targeted awards. Overall, Germany aims to allocate a total of 12.84 GW in onshore wind in four rounds during the year.

In 2022, about 4,600 MW was offered in this category but awards totalled only 3,224 MW. The regulator attributed the weak interest to a significant increase in construction costs and interest rates and raised the maximum prices in a bid to counter the trend. The maximum value in the tender for solar systems on buildings and noise barriers is set at EUR 0.1125 per kWh. The prices in the round will be determined based on the “pay as bid” scheme. The total capacity for rooftop solar to be awarded in 2023 is 651 MW divided into three calls during the year.
