Chile cuts offering in 2023 power auction to 5,000 GWh/year – EQ

The Chilean energy commission (CNE) has lowered the total volume of electricity it will offer in the 2023 power supply auction to 5,000 GWh per year from 5,400 GWh, it said on Friday as it announced the updated terms and conditions for the bidders in the upcoming round.

The commission said that the changes and adjustments derived from consultations with prospective participants in the auction process, which is aimed at supplying electricity to residential and SME consumers via qualified distribution companies in predetermined service areas.

Under the new terms, power producers will be able to make offers for the supply block 1, which now totals 2,600 GWh/year, and the supply block 2, adjusted to 2,400 GWh/year. Each supply block is subdivided into geographic areas and hourly sub-blocks.

The CNE previously offered 1,800 GWh for the block 1 and packed 3,600 GWh in the block 2.

The electricity supply periods have remained unchanged. Deliveries for the block 1 should begin on January 1, 2027 and finalise on December 31, 2046. For the block 2, the supply will start on January 1, 2028 and finalise on December 31, 2047.

The CNE said that the mechanism it introduced in the bidding rules to stimulate energy storage projects and non-variable renewables, such as geothermal and run-of-river hydro, remain in place in the update.

The timetable of the auction has undergone minor adjustments. The bidders have to submit their proposals on Wednesday, December 13, 2023, as set previously.

The opening of envelopes with economic offers and the unveiling of the reserve price by the CNE has been pushed to January, 8, 2024. The awarding event for the first stage of the auction is scheduled for January 12. The second stage, if needed, will be conducted on January 18, 2024.
