Hon’ble Bihar CM Nitish Kumar Inaugurates SCADA-DMS Project Control Centre implemented by Schneider Electric India
The SCADA-DMS Project for Patna City undertaken by Schneider Electric (SE) – the global specialist in energy management and automation – was today inaugurated by the Hon’ble Chief Minister of Bihar Shri Nitish Kumar. The SCADA-DMS Project is undertaking Power Monitoring, Control and Modernization of the Patna Electric distribution network. The project’s scope includes the Data Centre, DMS Control Centre (Distribution Management System), Grid Modernization, automation of existing and new substation, RMU’s automation, Telecom Network, integration of GIS Mapping, efficient exchange of data from and to Customer Care and Billing.
The Project funding has been done via Power Finance Corporation under the Government of India’s R-APDRP initiative (Restructured Accelerated Power Development and Reforms Programme). The Project will benefit all stakeholders in Bihar: citizens, the Bihar DISCOM (BSEB) and the Bihar State.
Elaborating on the Project Mr. Prakash Chandraker, VP and MD, energy business, Schneider Electric India, said: “Power has been identified as a primary sector in Bihar and the state government has taken multiple initiatives to achieve self reliance and ‘Power for all’ by 2018-19 through power capacity addition and strengthening the Transmission & Distribution network. We are happy to be partnering with the state Government and the commissioning of the SCADA-DMS Project in Patna by Schneider Electric India will help contribute towards the power sector commitments of the state”.For residents of Patna, the benefits include: quality power and 24/7 availability in line with Govt Of India vision ; no voltage fluctuations; safety and reliability to ensure no accidents; efficient services and billing; modern customer care and billing centre integration; enablement to manage distributed energy resources (rooftop solar/net metering) and enabling customers to participate in demand response.
For the Bihar DISCOM, the benefits comprise: reduced power losses (AT&C loss); better financial health; lesser breakdown, better revenue protection and reduced outages (improved SAIDI & SAIFI), mapping and indexing of consumers; efficient and effective energy control; quick fault identification and resolve to reduce revenue losses from ENS (Energy Not Supplied); modernisation of assets; geographical mapping of network; skilled and trained resources; and capacity to meet rapidly-growing power demand.
The benefits for Bihar include: making it the leading state on India’s SMART Grid map; providing safe, reliable and economical power, 24/7 to citizens through efficiency improvements; improving the financial health of DISCOM; introduction of new Smart Grid technology starting with SCADA distribution system enabling future proof smart grid technology such as self-healing, renewable integration, demand response, smart metering and outage management; safe and reliable power to fuel industrial and commercial growth; satisfied consumers and citizens in Bihar.
The Project will modernize Patna’s electric distribution network by deploying the Smart Grid and implementing the advanced SCADA-DMS system for managing 53 Substations of 33/11 kV, 250+ feeders, 305 Ring Main Units for distribution power reliability and 550 Fault Passage Indicators on the overhead lines. The benefits include: centralized monitoring of all 53 substations across Patna; power outages due to line faults being known instantly at the Control Centre; offering of visual and audible alarms based on real-time network condition; historical storage of data for long periods for analytics; remote switching operations; reduced power outages; supply of reliable and quality power to consumers; effective reduction of network losses with feeder reconfiguration and load balancing , optimal network management for network’s long life as well as improved safety and reliability of the network.
