MNRE:Minutes of the first meeting of the Bio-Energy Advisory Committee of MNRE
Welcoming the participants, Joint Secretary Varsha Joshi outlined the major issues in the sector and the options for moving ahead as had emerged in the prior sub committee meetings. She informed that the draft Renewable Energy Act placed particular emphasis on non-electrical energy sources, primarily all bio energy sources, which were not currently covered under any legislation. She also anounced the intent of the MNRE to create an Integrated Bio Energy Mission covering all bio energy subsectors and taking advantage of the natural convergence among the sub sectors both by way of the common issues facing them all, such as the availability of biomass and requirement for crop residue and waste management systems, the need for creating standards for technology and performance, capacity building, involvement of farmers so as to enhance their income, offtake through OMCs and development of the open market, and so on. The overall aim of the Integrated Bio Energy Mission would be to contribute to achieve the GHG emissions reduction targets as agreed in the Nationally Determined Contributions at COP 21 through the progressive blending/ substitution of fossil fuels such as coal, petrol, diesel, natural gas and LPG with biomass pellets, bioethanol, biodiesel, biomethane, and similar green fuels, both for electrical and non-electrical uses. The indicative outlay for the Mission would be Rs 10,000 Crore from 2017-18 to 2021-22.
