The Philippines Department of Energy (DOE) has awarded about 3.44 GW of solar photovoltaic (PV) and onshore wind projects in the country’s second green energy auction round (GEA-2), significantly less than the initially offered capacity.
The government’s Green Power Auction Bid Evaluation and Award Committee (GEA-BEAC) announced the successful bidders earlier this month. A total of 1,879 MW of ground-mount solar photovoltaic (PV) and 1,462 MW of onshore wind are among the winning proposals. The list also includes 10 MW of rooftop PV projects and a single 90-MW floating solar scheme.
By capacity, the largest projects in the category for ground-mounted solar plants are a 275-MW scheme by Ixus Solar Energy Corp and a 200-MW project by Labrador Green Energy. Both of them are located in Luzon. In turn, the largest of the successful onshore wind projects is a 240-MW development in Luzon by Quezon Wind Energy Corp.

The winners are entitled to sign 20-year power purchase agreements (PPAs).
As previously reported, through the second auction round the government sought to award 3,600 MW of capacity for 2024, 3,600 MW for 2025, and 4,400 MW for 2026. In June, the names of 118 eligible bidders were published by the government.
The Philippines held its first green energy auction last spring, awarding 1,490 MW of solar and 374 MW of wind for a success rate of about 98.35%. The national government has set a goal of having a 35% share of renewables in the energy mix by 2030 and 50% by 2040.
