Photovoltaic installations data submissions and EEG-supported feed-in tariffs
In accordance with the Renewable Energy Sources Act (EEG) and the Installations Register Ordinance (AnlRegV), by the end of each calendar month the Bundesnetzagentur publishes a list of the PV installations registered at the Bundesnetzagentur in the previous month, including the total newly installed capacity from PV installations eligible under the EEG.
Please note that this increase includes 7.328 MWp from solar farms that, as of 1 March 2015, must be reported in the installations register of the Bundesnetzagentur in accordance with the Installations Register Ordinance.
The monthly figures published also include all values registered at a later date from older installations. The high number of subsequent registrations since autumn 2014 is mainly attributed to a new network operator obligation: The Installations Register Ordinance in effect since 1 August 2014 requires network operators to inform the installation operators with their year-end accounts of the installation operators’ duty to report figures to the Bundesnetzagentur via the
The monthly figures are not republished should there be any corrections to the data after original publication. Corrected values provided before the relevant deadlines will, however, be taken account of in the quarterly process of determining new EEG-supported feed-in tariffs for PV installations and in the process of determining the total increase in capacity.

The list contains the data submitted to the Bundesnetzagentur with the following information:
Entry date
Postal code of the location of the PV installation
Town or city in which the PV installation is located
Federal state in which the PV installation is located
Installed nominal capacity of the PV installation
Share of the installed nominal capacity in relation to eligible PV installations
Please note:
The entry date refers to the time of registration of the photovoltaic installation at the Bundesnetzagentur and can therefore deviate from the actual date on which the PV installation started operating. For instance, the registration can take place, in the event of the postponement of an initially planned commissioning, prior to, or, in the event of late registration, following the commissioning of a PV installation.
The installed nominal capacity reported in individual data submissions is not to be equated with the total capacity of an installation. If, for instance, a solar farm is commissioned in phases, data is generally then submitted to the Bundesnetzagentur successively on different days. The installed nominal capacity of an entire installation is not specified in the lists published by the Bundesnetzagentur.
Total increase in PV installations that are eligible for feed-in tariffs under the EEG
The Bundesnetzagentur publishes the total installed capacity of all eligible PV installations that were installed by the last day of each given calendar month in the area of application of the EEG:
Reference date | installed power of all eligible photovoltaic installations | Value 1 | Value 2* |
---|---|---|---|
31 July 2016 | 40,294 MWp | 29,728 MWp | 10,566 MWp
|
Two values make up this figure:
Value 1: Installation capacity that has been recorded by the Bundesnetzagentur in its PV reporting procedure since 2010 for the period from 1 January 2010 to 31 July 2016.
Value 2: Installation capacity of installations that were commissioned before 2010. This is based on the data provided to the Bundesnetzagentur by the transmission system operators for the 2010 accounting year with regard to the installed capacity of the PV installations referred to in section 31(6) no 3 EEG 2014.
*Up to 31 July 2014, the total increase in PV installations was determined, as per EEG 2012, on the basis of the data provided by transmission system operators (TSOs) before 1 January 2009, as a supplemental part value, and of the increase recorded in the PV register of the Bundesnetzagentur after this point in time. With the entry into force of the new EEG 2014 on 1 August 2014, a legal provision established that, in the future, the total increase will be composed of TSO data provided before 1 January 2010 and the increase recorded in the PV register after this point of time (section 31(6) para 3 EEG 2014). With this amendment, the legislator took account of the fact that in 2009 it was not possible to penalise operators failing to report data to the PV registration portal in the form of a feed-in tariff reduction. As a result, fewer installations were reported than actually commissioned in the first year that the notification requirement was in effect. The difference compared to the TSO data for the 2009 accounting year was 644 MWp. The inaccuracy was resolved effective 30 September 2014 and the total amount of installed capacity (total increase) increased correspondingly.
