The capacity has been retendered to comply with MNRE’s new benchmark cost for rooftop solar projects
Rajasthan Electronics and Instruments Limited (REIL), a public-sector enterprise operating in the electronics, information technology, and renewable energy segment, has retendered 50 MW of grid-connected rooftop and small solar projects. These rooftop projects will be installed on government buildings in different states/union territories of India and will be developed under the Renewable Energy Service Company (RESCO) model.
The bid-submission deadline is August 28, 2018.
When contacted, an REIL official told Mercom, “This is a retendering of the REIL tender issued in December 2017, for the procurement of same capacity (50 MW).”
When asked about the reason behind retendering, the REIL official said, “Recently, the Ministry of New and Renewable Energy (MNRE) issued new benchmark costs for grid-connected rooftop solar PV projects. In order to be in line with latest MNRE benchmark costs, the capacity was retendered. Now the new costs will apply.”
Incentives will be provided to developers who are developing projects on government buildings and institutions. The size of each project would be above 1 kW. A single project could comprise several rooftop units.
The scope of work includes the site survey of identified rooftops and surplus lands, identification of new rooftops and lands, solar potential assessment, deciding on project capacities, execution of Power Purchase Agreement (PPA), design, engineering, manufacture, supply, storage, civil work, installation, testing, and interconnection of projects with the grid for net-metering.
The successful bidders will have to provide Operation and Maintenance (O&M) services for a period of 25 years. This is state-wide bidding. REIL reserves the right to transfer capacities from one state to another with the matching of the L-1 price in the new proposed zone as per the requirements of the project.
The project completion timeframe is seven months from date of issue of letter of award (LoA) for general category states and nine months for special category states and union territories.
