PANAJI : The state government has withdrawn its tender inviting bids to set up 600kW solar rooftop photovoltaic (PV) power plants each at the North and South Goa district hospitals at a cost of over Rs 7 crore after companies expressed inability to participate in the tender process due to its conditions. A senior government officer said that a fresh tender will be issued with the changes suggested by the companies.

During the pre-bid meeting, the companies wanted payment terms to be changed. They proposed a change in submitting a single performance bank guarantee of 10% of the project cost for a five-year period and some relaxations in other clauses.

The state government had invited bids for design, supply, installation, testing, and commissioning of aggregated capacity of 1,200kW grid connected solar rooftop PV power plants, including operation and maintenance for five years, at both the hospitals. The state government wanted to set up solar power plants to take care of the electricity needs of these healthcare facilities.

The sanctioned electricity load for the North Goa district hospital is 810kW per month and 4,361kW for South Goa district hospital. Generation of 600kW solar power is likely to result in saving around 50% electricity consumption at the North district hospital and around 30% at the South district hospital.

The state government spends crores of rupees to purchase renewable energy certificates from other states without actually importing electricity, and generating solar power in the state will save this amount, a senior officer said.

The power plants will have suitable inbuilt instrumentation for web-based remote monitoring of its status. The plants will be capable of transmitting its monitorable parameters over GSM, CDMA, GPRS and TCP IP network and meet respective standard protocols.

“The power plants will also have suitable data logging and storage capacity for at least seven days’ event logs. The systems will be monitored via the internet at any given time. The successful bidder has to be provided with a net or SIM-based data logging system,” the officer said.
