According to the Notice of the National Energy Administration on Matters Concerning the Construction of Wind Power and Photovoltaic Power Generation Projects in 2019 (Guo Neng Fa Xinneng [2019] No. 49), on the basis of organizing projects and reviewing declarations by the energy authorities of all provinces (autonomous regions and municipalities directly under the Central Government) The bureau organized the national subsidy bidding work for photovoltaic power generation projects in 2019. The results of the bidding ranking and related requirements are now notified as follows.

First, in accordance with the principle of fairness and justice, the National Renewable Energy Information Management Center was entrusted to review and review the bidding projects of the provincial energy authorities, and plans to include 3,921 projects in 22 provinces (autonomous regions and municipalities) including Beijing and Tianjin. In 2019, the scope of national bidding subsidies, the total installed capacity is 22,788,642 kilowatts, including 366 ordinary photovoltaic power plants, installed capacity of 18,132,316 kilowatts, 3,555 industrial and commercial distributed photovoltaic power generation projects, installed capacity of 4,465,326 kilowatts, the specific list on the National Energy Administration website To be announced. After the projects are completed and connected to the grid as required, they will be included in the scope of national bidding subsidies according to the policy and enjoy state subsidies.

The relevant provincial energy authorities shall be organized to organize the project units and the location of the project in accordance with the relevant requirements of Guonengfa Xinneng [2019] No. 49 document, conscientiously implement the conditions and commitments of the declared project, and do a good job to be included in the 2019 country. The construction work of the bidding subsidy scope project; in accordance with the relevant requirements, the grid enterprises should do a good job in the project construction of photovoltaic power generation projects, ensure the timely integration of the project, and jointly promote the healthy and orderly and high-quality development of the photovoltaic industry.

Third, the relevant provincial energy authorities are required to organize the project units to establish a monthly construction progress reporting system. They will report online at the end of last month in the National Renewable Energy Information Management System before the 5th of each month, and urge the construction to be accelerated to ensure that they are completed on time. network. For those connected to the grid with overdue capacity, the subsidy for grid-connected electricity price will be reduced by 0.01 yuan/kWh for each quarter of the overdue period; if the grid connection has not been completed within two quarters after the quarter of the declaration, the project subsidy will be cancelled.

　Fourth, the National Energy Administration should be sent to the regulatory agencies to strengthen supervision over the construction of bidding subsidy projects, the implementation of grid transmission, grid connection and consumption.
